Cordaid is an internationally operating emergency relief and development organisation, working in and on fragility. We do this in the world's most vulnerable and conflict-affected areas. We involve communities to restore trust and resilience and to increase people's self-reliance. Acknowledging that our organisation’s presence is temporary while local actors remain in their communities. Cordaid is committed to gradually shifting power dynamics. This means local partners will lead decisions and actions that directly affect them, with Cordaid playing a supporting and facilitating role. Given the current global crises, which disproportionately affect communities with limited resources, Cordaid is working to co-create innovative solutions that address the priorities set by local partners and the communities they serve. To further accelerate our efforts to promote locally led development, Cordaid is looking for an:

Expert on Locally Led Development (LLD)

(Location: preferably in any of the Cordaid countries of operation, or in The Hague)

Key duties and responsibilities:

  • Support the development and operationalisation of LLD policies, across the organisation including our country offices and global office teams.
  • Support the identification of (new) or adjusted roles for Cordaid as an intermediary organisation that is empowering partners in the global south.
  • Organise and actively participate in (international) networks, advocacy and policy activities related to localisation and triple nexus including expert meetings, debates, campaigns.
  • Further develop and operationalise (organisationally and in projects and proposals) Cordaid’s localisation and triple nexus strategies.
  • Develop or refine capacity strengthening tools that focus on co-creation, shared activities and joined learning.
  • Advise Cordaid’s Peace, Security & Justice programme Just Future (JF) in its final year and support the programme country coordinators and JF alliance partners on strengthening locally led development and sustainability strategies.
  • Document the experience and lessons learnt in strengthening southern leadership and locally led organisation in the Just Future programme.
  • Advise the Just Future programme and support the programme country coordinators on capacity strengthening planning and monitoring.

Who you are: You are an experienced development professional with a track record of successfully delivering complex projects involving multiple stakeholders. Skilled in navigating international and intercultural contexts, you excel at building consensus and managing diverse stakeholder relationships, particularly with southern partners. You have a strong understanding of capacity strengthening and the evolving dynamics in the humanitarian and development sectors, including shifting power, the triple nexus and locally led development. Committed to improving INGO practices, you are enthusiastic about driving positive change. Additionally, you possess:

  • Knowledge of development, governance, organisational development, or related studies at Master’s level.
  • Ability to take a helicopter view, consider different point of views and aspects and to influence, convince and motivate internal and external stakeholders in support of Cordaid’s change agenda.
  • Firm understanding of the political contexts in fragile states and areas and ability to work according to Do-No-Harm and humanitarian principles and standard.
  • Experience with designing, planning, implementing and monitoring capacity strengthening strategies and in particular experience with capacity strengthening of local movements and organisations in fragile contexts, preferably in Africa.
  • Exceptional communication skills are essential, including proficiency in both written and spoken English and French.
  • Strong ability to design and execute trainings (on-and offline).
  • Strong analytical, writing and verbal skills for communicating with a diverse audience, including internal and external high-level stakeholders.
  • Ability to travel to the countries Cordaid works in and beyond (if required).
