Senior Manager Operations, Monitoring and Evaluation

(36 hours, based in The Hague)

 

 

The unit Operations, Monitoring and Evaluation is a new unit at the Global Office of Cordaid in The Hague, with the purpose of setting boundaries, frameworks and guidelines for the way we run our programmatic operations and the monitoring and evaluation in our worldwide organisation and programmes. The unit will provide for policies, procedures and instruments that guide and control our programmes. It will also be responsible for security, procurement and logistics guidelines and frameworks. As Senior Manager Operations you lead a team that will be responsible for Corporate PMEAL, Corporate Project Control, and Global Security Procurement. You work closely with and report directly to the COO. You will support and be a sparring partner for the COO and Country Directors in optimising the performance of our programmes worldwide.

 

What you do

  • You develop, improve and institutionalise key PMEAL standards and indicators, processes and systems that support organisational planning, monitoring, evaluation, accountability, learning and reporting requirements.
  • You coordinate the execution of the M&E plan to collect dashboard data, ToC validation and fill evidence gaps.
  • You provide for, steer and implement corporate programme management standards and methods (including project based working) throughout the organisation.
  • You provide for, steer and implement corporate project and programme control standards.
  • You develop and implement corporate procurement and material management standards and procedures.
  • You develop and implement organisations safety and security procedures and standards.
  • You manage a team of employees, focussing on team performance, professional development and job satisfaction.
  • You are the sparring partner of the COO and CD’s throughout our organisation in optimising the performance of our programmes.

 

Who you are

  • You have a Master Degree in Business Administration, Business Control or another relevant area. 
  • You have at least 5 years of relevant working experience in Program Management, MEL and other related areas in development aid.
  • You have the social and communication skills to lead the unit, to manage relations on management level by influencing and enforcing.
  • You are result oriented, proactive and compliance and process improvement driven.
  • Flexibility to travel.
  • You are fluent in English. French at an advanced level would be considered as an advantage.

  • A gross monthly salary of € 4490 up to 6575 (scale 13) based on a 36-hour week (with holiday allowance and end of year bonus), depending on years of relevant experience.
