Cordaid’s Resilience unit, Disaster Risk Reduction (DRR) cluster, aims to assist vulnerable people and communities in urban and rural areas to become more resilient to disasters and risks - in the face of climate change, environmental degradation and armed conflict - thereby enabling livelihood security, peace dialogue and sustainable economic growth.


Cordaid is looking for an

Urban Resilience Expert


Cordaid implements Resilience DRR projects in Central African Republic, Ethiopia, Indonesia, Kenya, Myanmar, Philippines, South Sudan, Uganda, Afghanistan, Burundi and Sierra Leone. Urban Resilience projects are being implemented in Jakarta, Cebu, Yangon, Freetown and Cape Town and will expand to other focus countries in 2019. As an Urban Resilience Expert you are responsible for the support of the ongoing urban resilience programs and for the roll out of the urban resilience approach to other countries.


What you do

·         You will provide technical expertise to the urban resilience teams of ongoing and future urban resilience programs, technical expertise in programme design, implementation and innovation.

·         You will develop new urban resilience projects. And create opportunities to acquire funds of institutional donors.

·         You are able to assess the need, develop and enjoy giving trainings to colleagues and partner organisations on topics like: urban planning, urban resilience, multi stakeholder processes, urban development and integrated neighbourhood approaches. Familiarity with Cordaid’s urban resilience process, multi stakeholder approach, collaboration game and/or planning game are an asset.

·         You will work closely with the (urban) resilience colleagues from Global Office and Country Offices to deliver input into the urban resilience knowledge management and learning agenda, partnership building, project design and proposal writing.

·         You represent Cordaid at relevant urban networks and conferences in close collaboration with the resilience advocacy expert. Existing relationships within these networks are an asset.

·         You cooperate closely with the resilience advocacy expert in developing (local) partnerships among peers, local organisations, research institutes and other potential partnership organisations.

·         Cordaid is the lead for urban resilience within the Partners for Resilience Strategic Alliance. You are the focal point for urban resilience within Partners for Resilience.

·         You promote linking and learning between the Cordaid Urban Resilience projects.

·         You assess the needs for technical assignments based on the demand from the market and colleagues and you develop expertise in these areas.

·         You support program managers in the development of proposals.



Who you are

·         You have a master’s degree in Urban Planning or related field. Specific knowledge and expertise on urban resilience, slum upgrading and neighbourhood programmes in fragile contexts is an asset.

·         You have at least 5 years’ experience of working with fragile urban communities and/or facilitation of training with fragile urban community with a focus on urban resilience, slum upgrading and/or neighbourhood upgrading expert. Working experience in urban planning / urban development is an asset.

·         You have good technical advisory skills and extensive experience in working in fragile urban areas.

·         You have social skills to acquire assignments, advise, train and facilitate multi-stakeholder processes.

·         You have social/communication skills to guide partners to results, to negotiate and to create support, and to deal with multiple complex assignments. Making sure that stakeholders can implement the projects themselves.

·         You have demonstrable knowledge and experience of research methods, delivering training and technical advice (short term) missions, sources of funding, urban networks and donor requirements.

·         You also have experience with project-based working and working as an expert / advisor. As urban resilience expert you are not directly in charge of the projects and project managers, however you are expected to influence decision making.

·         You are fluent in English; good working knowledge of French is an asset.

·         You are willing to travel (around 25% of work time) to implementation countries (fragile areas).


What we offer

·         Support for your personal and professional development;

·         a maximum gross monthly salary up to € 4857,- based on a 36-hour working week and depending on years of relevant experience;

·         a holiday allowance of 8% and an end of year allowance of 8.3%;

·         a fulltime position (36 hours) initially for one year, with the possibility for extension.
